Mr Pawan Kumar Bansal, Minister of State of Finance

Shri Pawan Kumar Bansal is the Minister of State in the Ministry of Finance. Pawan Kumar Bansal (born 16 July 1948) is a member of the 14th Lok Sabha of India. He represents the Chandigarh constituency and is a member of the Indian National Congress (INC) political party.

Studied in Government College, Sector 11, Chandigarh. He has organised and participated in various youth festivals, inter-state youth camps, N.S.S Camps, medical-aid camps in rural areas, legal-aid programmes for the poor and blood donation camps; undertook padyatras in Punjab for communal harmony; organised Rajiv Gandhi Child-to-Child National Integration camps.

Mr Montek Singh Ahluwalia, Deputy Chairman, Planning Commission

Montek Singh Ahluwalia (born November 24, 1943) is the Deputy Chairman of the Planning Commission, India. He was appointed to hold the post on June 16, 2004 by the ruling UPA government.

He was the first Director of the Independent Evaluation Office, International Monetary Fund (IMF). He assumed office on July 9, 2001. He had previously served as Finance Secretary, Special Secretary to the Prime Minister and Economic Advisor to the Ministry of Finance. In 2007 he became a member of the influential Washington-based financial advisory body, the Group of Thirty.

Mr Gopal K Pillai, Secretary, Ministry of Commerce & Industry

Mr. Gopal K Pillai is the Secretary, Department of Commerce, Government of India, New Delhi. Joined the Indian Administrative Service in July 1972 and belongs to Kerela cadre.

In the State of Kerela he has worked in diverse fields of Revenue Administration, District Collector, Quilon with a population of 2.8 million. Deputy Secretary, Labour Special Officer for Cashew Industry Special Secretary, Industries, especially the traditional industries of cashew, coir and handloom. Secretary, Health Principal Secretary to the Chief Minister of Kerela. In the Government of India he has worked in the Ministries of Defence, Shipping and Transport, Ministry of Home looking after the North Eastern States.

Mr. Dinesh Rai, Secretary, Ministry of MSME

Shri Dinesh Rai took over as Secretary, Ministry of Micro, Small and Medium Enterprises (MSME) Government of India during the month of Febraury 2008. Shri Dinesh Rai is an Indian Administrative Services Officer of Uttar Pradesh Cadre (1974 Batch). He holds a double Postgraduate from Allahabad University (1971) and University of York, UK (1989).

Prior to joining as Managing Director of National Cooperative Development Corporation, a statutory organization of Government of India, he has also worked in different capacities in the Government of Uttar Pradesh and also in the Government of India. In Uttar Pradesh, he was the Principal Secretary (Revenue), Principal Secretary (Technical Education), Secretary (Animal Husbandry and Fisheries), Secretary (Science and Technology), Director General of Council of Science & Technology. He has also worked as a District Magistrate of Varanasi, Gorakhpur, Pilibhit Districts of Uttar Pradesh. His area of specialization is policy planning and implementation, project appraisal and monitoring, financial management and maintenance of essential supplies. A keen golfer, Shri Rai has also been a sports person.

Dr. KC Chakrabarty, CMD, PNB

Dr. Kamalesh Chandra Chakrabarty assumed charge as Chaiman & Managing Director of Punjab National Bank on 4th June, 2007. He started his career as Planning Officer with Bank of Baroda in 1978 and prior to joining Indian Bank in June 2005,

he was Executive Director, Punjab National Bank for period of nine months. Dr. Chakrabarty’s varied expertise includes preparation of Corporate Stretegies Plans, establishing Asset-Liability Management system, setting up Resource Management System, Electronic Payment Systems, diversifying into Insurance business and e-banking at Bank of Baroda.

Mr. Rajendra Mohan Malla, CMD, SIDBI

Shri R.M Malla, Chairman and Managing Director of SIDBI has been in consultation with RBI working towards increasing the credit flow to the Micro, Small and Medium Enterprises (MSMEs) in the country.

He has also initiated steps for fine-tuning existing products and setting up of Asset Reconstruction Company as well as Stock Exchange for the MSMEs. Shri Malla has over 34 years of experience in the commercial and development banking. He has done his Masters in Business Administration and Post Graduation in Business Management. He represent SIDBI in various committee by GoI, RBI and SEBI.  Prior to SIDBI, he worked with Syndicate Bank, IDBI and IFCI Ltd. During his tenure with IDBI, he worked as Executive Director and then moved to IFCI as CEO. Presently, he is heading the subsidiaries/ associate concern of SIDBI viz. SIDBI Venture Co. Ltd., India SME Technology Services Ltd., SME Rating Agency of India Ltd., Indian SME Asset Reconstruction Co. Ltd.and Credit Guarantee Fund Trust for Micro and Small Enterprises.

Mr. Rakesh Rewari, Deputy MD, SIDBI

Shri Rakesh Rewari, the Deputy Managing Director of SIDBI, oversees the business activities relating to credit delivery to the Micro, Small and Medium sectors, on-lending through Micro Finance Institutions, Risk Management, Recovery Management, Corporate Governance, Venture Financing, development of innovative products for MSME sector, etc.

Shri Rewari was also the CEO of SIDBI Venture Capiral Ltd., a SIDBI subsidiary, which is now a key player in venture capital financing for SME units in India. Shri Rewari has 38 years of experience in commercial and development banking with leading financial institutions and banks in India covering a wide range of activities relating to MSME financing, venture financing, technology financing, entrepreneurship, micro credit, incubation funds, etc. Shri Rewari has a Bachelors Degree in Mechanical Engineering from IIT, Delhi followed by a MBA from Faculty of Management Studies, Delhi University.

Mr. B.S Bhasin, CGM-SME, State Bank of India

Mr. B.S Bhasin joined SBI as a Probationary Officer in 1975 after completing his Electrical Engineering from Delhi University.He has handled various assignments in many places including Indonesia. He has been handling Foreign Exchange, Credit and Human Resources.

He has handled Mid Corporate BU as General Manager in Delhi. For the last one year he has been working as Chief General Manager looking after Banking Operations at the Corporate Center in Mumbai and additionally has also been handling SME BU for SBI for the past three months.

Mr. Mohan Suresh, President, FISME

Mr. Mohan Suresh assumed Presidentship of FISME in 2008. A Post Graduate in Commerce, Mr. Suresh is Managing Director of Technospark Industries India (P) Ltd based in Bangalore.

He has been a pioneer in developing complex Picking lines for large steel plants made of Granite, MS and Rubber Lined Tanks. Today, his company is among the top ten Industrial Granite Systems Manufacturing companies in the world. The company has grown many folds since its inception and has been consistently awarded for outstanding export performance.

Mr. VK Agarwal, Sr. VP, FISME

Mr. VK Agarwal – Sr. Vice President FISME, belongs to famous business family of Lucknow.

Besides associated with several businesses, he is Managing Director of Shashi Cables Ltd – manufacturer of ACSR Conductors. A well read man, his knowledge of financial instruments is widely acknowledged in SME circles. He has been a visiting Faculty to IIM, Lucknow. He also Chairs the Banking and Finance Committee of FISME.

Mr. Anil Bhardwaj, Secretary General, FISME

Mr. Anil Bhardwaj is Secretary General of the Federation of Indian Micro & Medium Enterprises (FISME) from 1996. Mr. Bhardwaj is well versed with industrial and trade issues as well as promotional and regulatory environment in India.

His expertise on SME issues and on bilateral, regional and multilateral trade agreements is widely acknowledged. He has served on a number of high profile committees formed for promotion of SMEs at national and international fora. He has been advisor to several SME development projects supported by multilateral and bilateral donor agencies. Widely quoted in media, he contributes regularly on SME issues through books, research papers and articles.
