Dr. Sangam Kurade, President, FISMEFinally some positive indications have started emerging that economy is coming back on track. The Index of Industrial Production growth has exceeded 7 % (Feb 2018) and the manufacturing segment in it has grown even at higher rates at 8.7%. Further, good news is sweetened as the capital good sector grew at 20%. This marks a turnaround of sort. However, MSMEs from ground inform me that the growth is not experienced evenly. One of the reasons is Banks. News about series of frauds and NPAs has severely dented the image of Banking and Financial sector in India. Usually, after a crisis of confidence the pendulum of public policy swings in another extreme. Further tightening of NPA norms especially that cover MSMEs, may freeze flow of funds to the sector and cripple normal functioning. RBI needs to be cautious that NPAs have occurred in a few sectors, in large corporates and primarily because of bad governance inside the banks. Rather, there is a need to be more sympathetic to MSME credit needs following two major shocks of demonetization and GST. Without a helping hand from Banks, the NPAs may rise in MSMEs. "

Continuing with SMA classification for NPAs would severely impair MSMEs

Loosing hope for remedial action by the Government and the RBI, MSME sector has approached the Members of Parliament for saving thousands of MSMEs from imminent closure. KNN team has learnt that a leading federation of MSMEs has recently presented before a Parliamentary Committee to override the ‘Resolution Framework for Stressed Assets’ notified by RBI sometime back. They represented before the Committee that in the name of resolution of stress on MSMEs, it will cause closure of a large number of units and concurrent loss of jobs. The Framework stipulates classification of MSMEs a s SMAs or Special Mention Accounts even on a default of les that 30 days and prepare a corrective action plan.

No immediate plan to give production-linked subsidy to sugar sector: Govt

The food ministry has no immediate plans to give subsidy to sugarcane growers for bailing out cash-starved sugar mills, and it asked factories to export 2 million tonnes sweetener, even at loss, to liquidate surplus stock and improve domestic prices. With domestic production estimated to rise to a record 29.5 million tonnes in the 2017-18 marketing year ending September, the government has already doubled import duty to 100 per cent and scrapped 20 per cent export duty on sugar.

CAI lowers 2017-18 cotton production estimate by 2 lakh tonnes

Cotton Association of India has released its March estimate of the 2017-18 crop year beginning from 1st October 2017-18. In this latest estimate, the CAI has estimated cotton crop for the ongoing 2017-18 season at 360 lakh bales of 170 kgs. each, which is lower by 2 lakh bales – one lakh bales each in the states of Maharashtra and Karnataka than its previous estimate of 362 lakh bales made in the month of March 2018. The projected Balance Sheet drawn by the CAI has estimated total cotton supply for the season at 410 lakh bales of 170 kgs. each which includes the opening stock of 30 lakh bales at the beginning of the season and the imports which the CAI has retained at 20 lakh bales as in the previous month.

India's non-basmati exports rise 34% on Africa's import demand

India’s non-basmati rice export jumped 34 per cent over a year before in the period between April 2017 (start of the earlier financial year) and January 2018. The prime reason given is that Africa’s import demand shifted to here from Thailand, on cost competitiveness. Basmati export, however, remained stable.Data from the Agricultural & Processed Food Products Export Development Authority (Apeda) showed non-basmati export at 7.01 million tonnes worth nearly $2.89 billion for these 10 months, compared to 5.25 mt valued at $1.97 billion in the same period a year before.

Govt plans to introduce super premium Khadi products to boost sales, expand luxury customer base

With a view to increase sales of products made using the hand-woven fabric, government plans to create a “Super Premium” segment for Khadi. With an aim to tap luxury customer base, the government will first make a list of actual super premium Khadi products which are already being manufactured in other parts of country and try to showcase that in one place so that youngsters who are looking for stylish clothes can opt for super premium Khadi Products, said Secretary in the MSME Ministry, A K Panda.

YES Bank to offer loans to MSMEs based on their GST returns data

With a view to help small businesses to avail secured loans, private sector lender YES Bank has launched a credit product called YES GST to provide loans to MSMEs on the basis of their Good and Services Tax (GST) returns. YES GST is an overdraft (OD) facility for micro, small and medium enterprises (MSMEs), through which small entrepreneurs can avail ODs up to Rs 1 crore based on their annual turnover and GST returns.

Govt reiterates its commitment to promote startups; entrepreneurs say lot more needs to be done

The government time and again have reiterated that it is committed to support and handhold the startups and micro, small and medium enterprises (MSMEs) in the country, responding to this the entrepreneurs have raised that a lot more needs to be done for the sector. Ministry of Commerce and Industry in a press release on Friday said a 19-point action plan is in place that covers areas including simplification and handholding, funding support, incentives and incubation.

Online facility to check status of Importers Exporter Code application launched

The Directorate General of Foreign Trade (DGFT) has launched a facility to check status of Importer Exporter Code (IEC) application made to DGFT Importer Exporter Code (IEC). In a notification, DGFT said, “IEC holders may please note that IEC is ready for Import/ Export of goods only after IEC details get successfully registered at DGFT and accepted by ICEGATE(Customs).” It has come to notice of DGFT that in some cases even after issuance of IEC by DGFT, the IEC data though transmitted by DGFT to ICEGATE (Customs) is not accepted by ICEGATE (Customs) due to some transmission errors, said the authority.

With a view to discuss key aspects and prospects of the Future of Global Energy Security, IEF energy Ministers and industry experts has came together and organized the 16th International Energy Forum Ministerial Meeting from 10th April to 12th April, 2018. The theme of IEF-16 is “The Future of Global Energy Security”, hosted by India and co-hosted by China and Korea. The IEF 16 aims to address issues like global shifts in producer-consumer relations, universal energy access and affordability, promoting investments in oil and gas to meet future demand.

Jewellery MSMEs faces financial crunch; GJEPC and SDA to knock Centre’s door over term loan issue

On refusal of banks to provide term loans to small and medium units (SMEs) in the diamond sector, the Surat Diamond Association (SDA) and the Gems and Jewellery Export Promotion Council (GJEPC) has decided to take the matter to the finance Ministry, Government of India. With detailed representation on Public sector banks for not providing loans to the diamond unit owners from Surat, SDA and GJEPC will be approaching finance Ministry.

Madhya Pradesh Government sanctions Rs 22.75 crore for Namkeen Clusters in Ratlam

The Madhya Pradesh Government recently sanctioned an amount of Rs 22.75 crore under Micro and Small Enterprises Cluster Development Program (MSME-CDP) to set up a “namkeen” (salty snacks) cluster in Ratlam, said an official. According to the official statement, the cluster will be set up on 18.5 hectare land on Ratlam-Jhabua road and a sum of Rs 15.41 crore would be spent on infrastructure development in the first phase.

Jammu MSMEs meet State Commerce Ministry to raise GST related issues

In a bid to raise the concerns of the industry including Micro, Small and Medium Enterprises (MSMEs) under the Goods and Services Tax, a delegation from Federation of Industries Jammu met Chander Parkash, Industries & Commerce Minister of the state. During the meeting, the delegation informed the minister about the uncertainty that prevails among the MSMEs. The delegation urged the minister to provide relief to the MSMEs that are not covered under the central excise prior to GST and thus fall ineligible to avail the announced benefits.

ZED Certification training program underway at district Industries office in Ludhiana

With a view create awareness on Zed and make MSME sector more competitive, Union Ministry of Micro, Small and Medium enterprises (MSMEs) has started three day training program for the officials on Zero Defect Zero Effect (ZED) certification scheme at district industries office on Monday. ZED certification scheme aim is to enhance global competitiveness of MSMEs by providing them financial support in assessment, rating and handholding of its manufacturing processes.

West Bengal    

Bengal Govt to set up Biswa Khudra Bazar in Birbhum to promote MSMEs

In a bid to promote MSMEs, the Bengal Government will set up Biswa Khudra Bazar, an integrated production and promotion hub for small and micro enterprises, near Santiniketan in Birbhum district on 50-acre land. Under the plan, 3 separate units will be set up in the state-of-the-art Biswa Khudra Bazar, including one where there will be production of goods and second one for the promotion and sales of the same products unlike the existing ones.

2-day startup conclave “Huddle Kerala” underway in Thiruvananthapuram

In a bid to attract startups, a two-day ‘Huddle Kerala’ conclave is being held in the capital city of the state. The two day event that kicked off on April 6 is being organized by the Kerala Startup Mission (KSUM) in association with Internet and Mobile Association of India (IAMAI) and IAMAI Startup Foundation. Speaking at the inaugural event, Chief Minister Pinarayi Vijayan said that Kerala has an ecosystem that identifies nurtures and promotes talented innovations within the state.

Along the sidelines of the DefExpo 2018, Indian Micro, Small and Medium Enterprises (MSMEs) involved in the defence sector are eyeing at exploring possible areas of collaboration with the organizations from the Czech Republic. Talking to KNN, Pushpak Prakash, Chairman MSME Defence Supplier Group of FISME informed that the delegation of Czech companies representing the defence industry led by the Ambassador of the Czech Republic to India, Milan Hovorka presented their solutions and hi-tech products during the DefExpo India in Chennai.

Trade, investment, technology and flow of people and ideas will be high on the agenda when Prime Minister Narendra Modi visits Britain next week, British High Commissioner to India Dominic Asquith said here on Friday.
