| President Message |
 The Union Budget 2026–27 presented by the Finance Minister Nirmala Sitharaman is both balanced and forward looking. It contains many announcements related to MSMEs. Firstly, announcement on TReDS platforms is to address one of the most persistent challenges faced by MSMEs—delayed payments. The mandate requiring all Central Public Sector Enterprises (CPSEs) to settle MSME purchases through the TReDS platform sets a national benchmark for payment discipline and is a significant win for the sector. This reform, complemented by CGTMSE-backed credit guarantee support for invoice discounting and the integration of GeM with TReDS, will expand access to timely and affordable working capital. Together, these measures have the potential to unlock liquidity at scale and improve the financial resilience of small suppliers across the country. The Budget also opens new growth avenues by strengthening both market access and risk capital for MSMEs. The removal of the ₹10 lakh cap on courier exports and the introduction of electronic sealing for export cargo will enable small enterprises, artisans, and digital sellers to participate more effectively in global e-commerce with lower logistics costs and faster turnaround. On the financing front, the ₹10,000 crore SME Growth Fund and the additional ₹2,000 crore infusion into the SRI Fund signal a welcome shift toward equity-based growth capital. Equally important is the proposed ‘Corporate Mitra’ ecosystem in Tier-II and Tier-III towns and trust-based compliance reforms, which together aim to reduce the regulatory burden and support MSMEs in scaling with confidence. Over all the Budget has brough cheers among MSME community. .

 The Central Executive Committee of the FISME unanimously elected Rakesh Chhabra as President of FISME for the term 2026–27.
Mr. Chhabra brings over four decades of hands-on experience in manufacturing, MSME cluster development, and policy engagement. He heads Choudhry Enterprises, a leading automotive components manufacturer and OEM supplier to major automobile companies, and has been closely associated with MSME institutions and industrial associations across the country.
He has previously served as Vice President of FISME and currently holds leadership roles in several industry and skill development institutions. He is also a Mentor at the Atal Incubation Centre, IIT Delhi (Sonipat Campus), and has been actively involved in skill development, industrial cluster strengthening and policy consultations with both state and central governments.

 On 12th February, FISME, in association with Friends of MSMEs in Parliament, convened a roundtable on “Unlocking MSMEs’ Competitiveness Through Digital Interoperability” in New Delhi.
As MSMEs move towards Industry 4.0, interoperability has emerged as a key challenge, with machines and software from different manufacturers often unable to communicate seamlessly. The roundtable emphasized that digital interoperability—through common standards and open interfaces—can reduce vendor lock-in, lower digitization costs, integrate legacy and new systems, and enhance productivity and competitiveness.

 FISME participated in a high-level panel convened by the ICRIER on 9th February to take stock of the Union Budget 2026, in a session moderated by Shekhar Aiyar.
The discussion featured V. Anantha Nageswaran, Chief Economic Advisor to the Government of India; Anil Bhardwaj, Secretary General, FISME; Kavita Rao, Director, National Institute of Public Finance and Policy; Ashok Gulati, Distinguished Professor, ICRIER; and Amita Batra, Professor, JNU.
The panel provided a wide-ranging analysis of the Budget’s implications for economic growth, fiscal sustainability, agriculture, external competitiveness, and MSMEs. It also explored the potential impact of recently announced trade agreements with the EU and the USA and how they align with the government’s broader fiscal and economic strategy.

 Minister of State for Electronics and Information Technology Jitin Prasada has said that as many as 10 semiconductor projects worth around Rs 1.6 lakh crore have been approved, including two fabs and eight packaging units. Responding to a question in Parliament, the Minister said the government is rolling out several initiatives to boost electronics and semiconductor manufacturing. They include Semicon India Programme, PLI schemes for IT hardware and large-scale electronics, Electronics Component Manufacturing Scheme (ECMS), Scheme for Promotion of Manufacturing of Electronic Components and Semiconductors (SPECS), Electronics Manufacturing Clusters (EMC), and M-SIPS.

 The government has approved the export of 25 lakh metric tonnes (LMT) of wheat and an additional 5 LMT of wheat products following a review of domestic availability and price trends. The decision aims to stabilise markets while ensuring remunerative returns to farmers. Private wheat stocks in 2025–26 are estimated at around 75 LMT, about 32 LMT higher than the same period last year. Stocks in the central pool with the Food Corporation of India are projected at nearly 182 LMT as on April 1, 2026. The government said the export clearance will not affect domestic food security. Wheat acreage in the ongoing Rabi 2026 season has risen to 334.17 lakh hectares from 328.04 lakh hectares a year earlier, reflecting higher sowing supported by MSP and procurement operations.

 Indian Railways has approved a set of infrastructure projects aimed at enhancing capacity, improving operational efficiency and strengthening regional connectivity in Uttar Pradesh, Rajasthan and Madhya Pradesh. The projects include construction of a third line, doubling of an existing section and development of a bypass alignment, with a combined objective of easing congestion, supporting freight growth and improving passenger movement across key corridors.

 NITI Aayog's Frontier Tech Hub has released a 10-year roadmap titled “Technology Services Reimagination Ahead”, outlining a strategic pathway for India’s approximately USD 265 billion technology services sector to scale to USD 750- 850 billion by 2035. The roadmap positions the sector as a central pillar in strengthening India’s global competitiveness in the artificial intelligence (AI) era and advancing the Viksit Bharat 2047 vision.

 The Cabinet Secretariat has reportedly introduced administrative performance scorecards to evaluate Secretaries and their departments across the Central government. The scorecards include negative marking, with up to 12 marks deducted for excessive spending on foreign visits or events, abnormal pendency of files at the Secretary level and above, and delayed payments to micro, small and medium enterprises (MSMEs), The Indian Express reported.

 The National Biodiversity Authority (NBA), under the Ministry of Environment, Forest and Climate Change, has released financial assistance of Rs 6.09 crore to State Biodiversity Boards (SBBs) and Union Territory Biodiversity Councils (UTBCs) during FY 2025–26. The allocation, based on proposals received from States and Union Territories, is aimed at strengthening India’s decentralised biodiversity governance framework.

 The Ministry of Steel has signed Memoranda of Understanding (MoUs) for 85 specialty steel projects involving 55 companies under the Production-Linked Incentive (PLI) Scheme 1.2 (third round), with a total committed investment of Rs11,887 crore. The MoU signing ceremony was held at Vigyan Bhawan, New Delhi, on February 9, 2026, in the presence of Union Minister for Steel and Heavy Industries H.D. Kumaraswamy and senior officials of the Ministry.

Uttar Pradesh
 In a significant reform aimed at improving the business climate, the Uttar Pradesh government has announced the introduction of a ‘Jan Vishwas Siddhant’ (Public Trust Principle) for industries in its Budget presented yesterday. The move marks a shift from a control-oriented regulatory regime to a trust-based framework designed to reduce compliance burden and encourage investment.
The reform comes as part of the state’s broader effort to position Uttar Pradesh as an industry-friendly destination, building on recent initiatives focused on infrastructure expansion, digital governance and investment promotion. The Budget underscores the government’s intent to move from enforcement-heavy regulation to facilitation-led governance, particularly for MSMEs and emerging enterprises.

 In a move to strengthen the Micro, Small and Medium Enterprises (MSME) sector in Mizoram, Chief Minister Lalduhoma on Thursday launched the Micro & Small Entrepreneurs Excellence Project at the I&PR Conference Hall in Aizawl. The initiative is being jointly organised by the Mizoram Government and the Confederation of Indian Industry, Centre for Excellence on Employment & Livelihood (CII-CEL), reported The Times On India.

 NITI Aayog has released a draft blueprint to position Andhra Pradesh among India’s top three renewable energy hubs by 2035. The plan was presented by NITI Aayog CEO B.V.R. Subrahmanyam to State Chief Secretary K. Vijayanand at the Secretariat on Thursday. Prepared under the ASSET (Accelerating Sustainable State Energy Transition) platform, the blueprint lays out a comprehensive strategy to shift the State towards clean, reliable and affordable energy.

 Global aviation major Airbus has inaugurated a Centre of Excellence (CoE) for aerospace studies at the Gati Shakti Vishwavidyalaya (GSV) in Vadodara, Gujarat, marking a key step in strengthening industry–academia collaboration to support sustainable aerospace research, innovation and skill development in India.
The CoE, announced in 2024, is part of a long-term partnership between Airbus and GSV, India’s industry-driven central university focused on the transportation and logistics sector.
