 India’s four Labour Codes promise a long-awaited simplification of labour regulations. The intent is clear: move from an inspector-raj mindset to a facilitative ecosystem, reduce the number of filings, modernise reporting, and create a more predictable labour environment. Keeping in view that 29 legislation have been reduced to 4 codes and multiple registrations and return brought down to single registration and return is a huge leap of simplification. However, challenges remain. Retrospective implementation of provisions—especially when the rules are yet to be notified—creates uncertainty for small businesses operating with thin margins and limited HR capacity. For any meaningful reform, the Codes must be implemented prospectively, with adequate transition time. On compliance burden, the Codes attempt simplification, but MSMEs argue that the new requirement to digitally report vacancies and employment data to employment exchanges should be optional, not mandatory. With ER-I/ER-II forms already replaced by online systems, mandatory reporting will only revive paperwork in a new avatar. Additionally, the proposal that violation reports may be filed by “any person” including employees or trade unions risks misuse and unpredictability. This departs from the earlier practice where only authorised government officials could initiate such reports. MSMEs require safeguards to prevent frivolous or vindictive complaints. Finally, the spirit of reform lies in encouraging compliance, not penalising procedural lapses. A graded penalty system, beginning with a warning for first-time offences and reduced penalties for subsequent ones, is essential to bring small units into the fold without fear. The four Labour Codes hold tremendous potential. But for MSMEs—the backbone of India’s economy—to truly benefit, clarity, predictability, and a supportive transition framework must be at the heart of implementation.

 A roundtable organised by FISME and Meerut Citizens Forum on 16 November 2025 examined how judicial efficiency can accelerate Uttar Pradesh’s economic growth. The event was attended by Shri Rajendra Agarwal (Former MP, Meerut), Shri Amit Agarwal (MLA, Meerut Cantt.), senior judges, lawyers, and leading industrialists.
The discussion highlighted that economic growth is directly tied to the speed of justice. Findings from the ‘Study for Identifying Strategies for Quadrupling Meerut’s GDP’ show that strengthening the justice system can boost district GDP by nearly 2%, making judicial efficiency a key lever for UP’s trillion-dollar goal.

 FISME, in collaboration with the Global Alliance for Mass Entrepreneurship (GAME) and C2FO, released the Delayed Payments Report 3.0 in New Delhi on 25 November 2025. The report highlights a decline in overdue MSME payments to ₹7.34 lakh crore as of March 2024. Launched in the presence of Chief Economic Advisor (CEA) Dr. V. Anantha Nageswaran and Ministry of MSME Joint Secretary Ateesh Kumar Singh, the report points to persistent structural gaps and recommends coordinated reforms to ensure timely payments and support MSME growth.

 FISME, in partnership with the Bihar Industries Association (BIA), organised the GI Festival 2025 at City Center Mall, Patna.
The four-day exhibition, held from 27–30 November and supported by the MSME Ministry, showcased over 100 GI products from nearly 20 states, including Kullu shawls, Maheshwari and Chandeshwari sarees, Odisha brassware, Madhubani paintings, Sikki art, Malabar black pepper, Makhana and Ropuram cow ghee.
The event highlighted artisans and producers presenting handicrafts, textiles, agricultural goods and traditional art forms. Through this initiative, FISME aims to promote the cultural and economic value of GI goods and expand their market reach.

 India’s manufacturing sector continued to expand in November, though at a slower pace, with the HSBC India Manufacturing PMI (purchasing managers’ index) easing to 56.6 from October’s 59.2, according to a survey compiled by S&P Global. A reading above 50 shows expansion in manufacturing activities while a score below it indicates contraction. The moderation in factory activities is seen as a direct impact of punitive tariff imposed by the US on a large number of items in India’s export basket.

 India's factory output slowed down in October 2025 with the Index of Industrial Production (IIP) plunging to 0.4 per cent from 4 per cent in the previous month, as per data released by Ministry of Statistics and Programme Implementation (MoSPI) on Monday. The slowdown has been attributed to fewer working days due to major festivals, including Dussehra, Diwali, and Chhath, coupled with lower electricity demand caused by an extended rainy season and comfortable ambient temperatures across several States and UTs.

 India's gross goods and services tax (GST) collection rose marginally in the month of November 2025 while domestic collection fell 2.3 percent during this period, showing the impact of GST rate reduction across sectors. The November GST collection numbers pertain to supplies made in the month of October, 2025. As per data released by the Finance Ministry on Monday, total GST collection in November 2025 stood at Rs 1,70,276 crore as compared to Rs 1,69,016 crore in November 2024 thus registering a growth of just 0.7%.

 Union Minister of State (Independent Charge) for Skill Development and Entrepreneurship Jayant Chaudhary over the weekend launched SportEdge Meerut, a moved aimed at positioning the city in the western Uttar Pradesh as a globally recognised hub for sports manufacturing, innovation and enterprise. Developed in collaboration with Sports, Physical Education, Fitness & Leisure Skills Council (SPEFL-SC), the British Asian India Foundation (BAIF) and NEST, the initiative will support evidence-based learning, cluster-level operations management and CSR-led interventions.

 The value of delayed payments owed to Micro, Small and Medium Enterprises (MSMEs) has fallen to Rs 7.34 lakh crore as of March 2024, according to the Delayed Payments Report 3.0, “MSME’s Access to Finance and Timely Payments,” released by the Global Alliance for Mass Entrepreneurship (GAME), the Federation of Indian Micro and Small & Medium Enterprises (FISME), and C2FO. Commenting on the report, Neeraj Kedia, Chairman, Banking and Finance Committee, FISME, said, “The sustained reduction in delayed payments to MSMEs highlighted in this report is an encouraging sign that policy efforts are beginning to bear fruit.”

 The Ministry of Steel has suspended the enforcement of key provisions under the Steel and Steel Products (Quality Control) Order, 2024, following a review of recommendations submitted by the High-Level Committee on Non-Financial Regulatory Reforms (HLC-NFRR). The decision reflects the Ministry’s assessment of the broader implications of strict QCO implementation on pricing, domestic availability and sectoral competitiveness. In its review, the Ministry considered the potential impact of mandatory quality standards on downstream industries, particularly MSMEs and sectors reliant on specific steel grades that continue to be imported.

 The government has introduced Rule 14A under the Central Goods and Services Tax (CGST) Rules, 2017, offering a fast-track GST registration mechanism aimed at easing compliance for small traders, start-ups and MSMEs. The provision, notified through the latest amendments effective 1 November 2025, seeks to reduce delays and simplify entry into the GST system. Rule 14A has been designed to address long-standing concerns over slow and document heavy registration procedures that often required physical verification. The new mechanism supports the government’s broader effort to promote voluntary compliance and improve the ease of doing business, reported TIOL.

Maharashtra
 The National Biodiversity Authority (NBA) has released Rs 5.34 crore to around 85 Biodiversity Management Committees (BMCs) in Maharashtra as part of ongoing efforts to strengthen fair and equitable benefit sharing under India’s Access and Benefit Sharing (ABS) framework. The beneficiary BMCs are located across various Nagar and Gram Panchayats in Wada Tehsil of Palghar district and within the Brihanmumbai Municipal Corporation. The funds will be channelled through the Maharashtra State Biodiversity Board.

 The Federation of Indian Micro and Small Enterprises (FISME) on Thursday inaugurated the GI Festival 2025 at City Center Mall, Patna, in partnership with the Bihar Industries Association (BIA). The four-day exhibition, being held from 27–30 November, is supported by the Ministry of Micro, Small and Medium Enterprises. The organisers emphasised that the exhibition provides a platform for artisans and producers to showcase the cultural and economic value of GI goods and is expected to attract strong public interest in the coming days.
Andhra Pradesh
 Andhra Pradesh is intensifying efforts to create a robust ecosystem for small and medium enterprises (SMEs), with a strategic focus on strengthening the state’s manufacturing sector, Andhra Pradesh MSME Minister Kondapalli Srinivas said on Tuesday. Speaking on the sidelines of an event marking the exchange of a Letter of Intent (LoI) between the Andhra Pradesh MSME Development Corporation and the Indo-German Chamber of Commerce (IGCC), Southern Region, Srinivas highlighted the government’s priority to enhance manufacturing skills, a sector India has traditionally lagged in, reported PTI.
Gujarat
 Gujarat is preparing to update the definition and investment turnover limits for MSMEs and large industries under its new industrial policy, due in early 2026. The changes are intended to draw more industries to the state and boost its appeal as a competitive manufacturing hub.
According to officials, both investment and turnover limits for MSMEs are likely to be increased significantly. The revision is intended to ensure that more units qualify for higher incentives, reported TOI.

 India and the United Arab Emirates (UAE) held the third meeting of the Joint Committee under the India-UAE Comprehensive Economic Partnership Agreement (CEPA) in New Delhi, reviewing progress and strengthening cooperation under the pact. The meeting was co-chaired by Ajay Bhadoo, Additional Secretary, Department of Commerce, and Juma Al Kait, Assistant Undersecretary, International Trade Affairs, UAE. Both sides welcomed the strong growth in bilateral trade, which crossed USD 100.06 billion in FY 2024-25, an increase of 19.6 per cent, cementing the UAE’s position as one of India’s key trading partners. The Joint Committee held detailed discussions on market access issues, data sharing, Gold Tariff Rate Quota (TRQ) allocation, anti-dumping matters, services, Rules of Origin, and Bureau of Indian Standards (BIS) licensing.

 The Ministry of Defence (MoD) has signed Letters of Offer and Acceptance (LOAs) with the United States Government for a five-year sustainment support programme for the Indian Navy’s MH60R helicopter fleet, valued at approximately Rs 7,995 crore. The agreements were signed under the US Foreign Military Sales (FMS) programme in the presence of Defence Secretary Rajesh Kumar Singh.
The sustainment package includes provisioning of spares, support equipment, training, technical support, repair and replenishment of components, and the establishment of Intermediate-level component repair and Periodic Maintenance Inspection facilities in India.
